Fixes: MythTV#34 - Remove deferred workflow runs. While in theory, it was a good idea, the lack of ability to determine the PR which caused the run resulted in misleading results. - Add Fedora 40 to the compiles - Miscellaneous changes to the configure options - Add a cache cleanup workflow Note that now that the MythTV/mythtv project workflow uses ansible, the project is performing a more complete validation of the ansible builds on a regular basis.

Update the build-mythtv-core workflow to no longer use workflow dispatch (it does not work as I had hoped when PRs are involved) and add in Fedora 40 builds.
This should resolve #34
